The primary purpose of this project will be to provide guidance on a set of measures that could be used for a cross-grantee evaluation of the School-Based TNGP as specified in FOA HRSA-16-012. Measure identification efforts would build on the current Performance Improvement Measurement System (PIMS) for the Office for the Advancement of Telehealth (OAT) as mentioned in the FOA, current HRSA grantee efforts at the University of Maryland to update PIMS for school based health clinics (SBHC), SBHC and telehealth literature, and measures used in other TNGP evaluation efforts. A secondary goal is to identify lessons learned from this effort that could be useful in designing a road map for FORHP and OAT as they plan future TNGP cooperative agreements so that those FOAs can specify measures to be collected by grantees for use in cross-grantee evaluations.

The project will: 1) review the current PIMS measures and their definitions; 2) connect with the HRSA-funded grantee at the University of Maryland that is working to update the PIMS measures to be particularly applicable to SBHCs; 3) review the SBHC and telehealth literature and particularly the literature on school-based telehealth to catalogue measures that have previously been used; 4) identify existing measures that are being proposed by stakeholder groups; 5) establish a criteria scheme for evaluating candidate measures; 6) conduct an evaluation of candidate measures to identify those most suited to the School-Based TNGP goals; 7) collect feedback on candidate measures; 8) recommend a set of measures to FORHP; and 9) document the process and recommendations.
