The Community-Based Division (CBD) of the Federal Office of Rural Health Policy oversees the dissemination of federal funds to community networks and providers who aim to address rural health challenges. This project involved an examination of three types of CBD programs: 1) the Small Health Care Provider Quality Improvement Program, 2) the Rural Health Care Services Outreach Program, and 3) the Rural Health Network Development Program, and the extent to which the Performance Improvement and Measurement Systems (PIMS) database captures the programs' impact and goals as set out in respective notices of funding opportunities.
