This study aims to document differences in telehealth utilization rates among children enrolled in state Medicaid managed care organizations (MCOs) versus fee-for-service and to attribute those differences to the types of services particularly conducive to telehealth intervention, namely, tele-behavioral health. Because MCOs have an incentive to adopt cost-effective technologies, including telehealth, the growing numbers of states turning to MCOs to serve their Medicaid populations warrants further investigation into the resulting impact on the use of telehealth services among children. In addition, the study will provide an understanding of the types of patients benefiting from expanded access to telehealth services by describing differences in socioeconomic and health status and geographic location.
