This project will use nationally representative data to focus on opportunities for increasing access to maternal health services via telehealth by (1) identifying maternal health services that are underutilized in rural communities and are potentially appropriate for delivery via telehealth and (2) examining adoption of maternal telehealth services among rural hospitals, including the effect, if any, of hospital mergers and acquisitions on adoption of these telehealth services.

In a secondary, qualitative study, data will also be collected from a sample of rural hospital administrators to (1) examine ways in which their hospitals and affiliated facilities use telehealth to address the maternal health needs of their populations, including telehealth service changes in response to COVID-19, and (2) identify policy and implementation support needed to overcome barriers to improving and sustaining these maternal telehealth service offerings beyond the COVID-19 pandemic.
